Vial of the Sands, need to be 85?

As the title suggests, do you need to be level 85 for the recipe to drop from the Canopic Jar? I cannot seem to find any confirmation anywhere on this. I know you need to be at least 80 for Tol'vir digsites to spawn, and their respective keystones being level 80 solidifies this. Im curious as to if the Recipe will only drop if *your toon* is level 85, as the item level is 85. I know about all the other pre-reqs, and my alch toon is maxed alch, arch, and at 79, so if I can get some confirmation, I'll be hitting up the leveling grind if need be.
