Since Resistance buffs like Shaman totems and Paladin auras don't stack, the highest resist is 195. A single conq neck/cloak has 201 spell pen on it, so that is the best bet. Originally Posted by Spectrez

its nice that blizzard decieded to smack all of the needed spell pen (almost) on one pvp piece
