Hey guys, so im having trouble deciding which weapon is best for me at the moment. Cerith Spire Staff or Staff of the Siphoned Essences(both Heroic)

I have about 25%crit, and 16.5% hit with Cerith Spire Staff(haste reforged into crit). Im wondering if i should take the Staff of Siphoned Essences over it, and reforge mastery into hit. Im really low on haste atm, only 5%, what should I do?
