Gaining Hit and Possibly Expertise in Raids

A hunter in my guild, went up about 50 hit in a Throne of the Four Winds last night, and the night before, and I think I remember going up 3 expertise randomly in the same raid. We can't figure out what's causing it, but I was hoping someone here will be able to figure it out/add proof and/or backup to the situation. It might be happening in other raids too, Throne of the 4 Winds just happened to be where we were.

P.S. We're sure it isn't gear swapping as we both kept the same gear on the whole night.

Happened in Bastion of Twilight w/ hit, not w/ expertise.

Only gives Agi/Str/Int, no?
also, he only uses 90 agi food, his own.

Maybe he was showing up with a piece of red gear and got the stats back when he repaired?

Nope, we checked everything, it was when he went into the instances.
