Can the items made form epic designs proc and become epic?

This was asked already. Either it can't happen, or nobody's seen it happen yet.

The uncommons with RANDOM stats can proc rares

The Rares with RANDOM stats should be able to proc epics...

So... how many rare items can JC's make with random stats? (since those are the only items proccing higher quality items)

Maybe with new patches but currently we have no items which can proc a higher item
