    low fps

    Im running a 9500GT, i7 quad core, 4gig ram, windows 7.

And on fair graphics i still only get 30 fps max ( not in big cities )

I have updated the drivers, done a defrag etc. I cannot figure out why im getting such crap FPS

my friends reun the same but with a 8500GT and his runs on ultra at 60fps

4gb RAM is more then fine for WoW. I have 4gb (3.3 due to XP32bit) and i run just fine.

Can you state which version of your operating system are you running? 32/64bit?
Have you updated to the latest drivers?
Make sure that you computer isn't overheating! (Download Speedfan to check the heat!)
Make sure you computer isn't clogged up with dust!

All in all i would recommend that you get a better graphics card

I have recently bought GTX 460 1GB OC and its running flawlessly! Always under 50C in SC2 on max settings.
    Here is the link: http://www.ebuyer.com/product/232853

With £30 more you can get the Xtreme OC version which again is worth every penny, runs smooth, silent and cool

The reason why is the GT9500 is actually worse than a GTS8600,
Im running both in my comp atm.

    GT9500
    Core: 550 Mhz
    Shaders: 1400Mhz
    Memory: 350Mhz
    DDR2 512 Mbytes
    Bus: 128 bit

    GTS8600
    Core: 675 Mhz
    Shaders: 1450Mhz
    Memory: 1008 Mhz
    DDR3 512 Mbytes
    Bus: 128 bit

Edit: my bad you said he had the gt8500 which is actually the same as the gt9500, no clue you might want to run a CPUid to see what the specs on your card is since they made many different varieties.... maybe he got a over-clocked one or something and you have the generic low brow one. All i know is when i was running dual gt9500 in a SLI confic i was only getting 30-40 fps while i could easily get 60 fps on my gts8600.

Disable VSync and see if it increases at all.
VSync sometimtes caps at 30 instead of 60fps. This happens to me when I enable DX11.
Not that I think your GPU is a DX11-card, but still.

Wrong. 2 GB RAM should be enough for WoW, although I'd never recommend it to anyone doing anything at all else. 4GB is enough, borderline too much.

Well, 8600 is supposedly a better GPU than gt9500, and WOW doesn't support SLI, sometimes even lowers performance :P You do the math.

The 9500GT is a really old video card, 30 fps is about what you can expect at 1024x768. Any higher would result in less.
