The qualms he has over balancing pvp around low-skill players is nothing new, Blizz has been doing things like that ever since the beginning of WotLK. For example, the mid-xpac ret burst nerfs in WotLK were basically exactly the same situation... one class is stomping everybody with low resil and low rating, but is totally de-toothed in real competitive pvp.
