Well then it's between goblin for static haste or a troll or orc in my opinion.
I would personally go troll since you get the bigger 20% haste buff for 10-15 seconds
it's better than a static 1% since you can pop other big CD's with it and get moar spammage.

This, don't worry too much about min/maxing with racials. It matters, but I think playing a race you like is more important.

I wouldn't base it off the racial abilities since they change over time, personally I like Belfs and Tauren, however Tauren can't be warlocks so... Belf.
