Why did they make helm enchants BOA if they still require the rep to use?
when i saw they were BOA i thought you know thats a clever idea to make it so you don't have to do the endless rep grinds over and over every time you make an alt,.... guess i gave them credit too soon.

So is the bug that they're BOA instead of BOP, or that they require Rep?

The bug is that they conflict. Which one is intended is 100% irrelevant until they say how/if they're going to fix it.
