    Its not about getting to the hit cap, its about getting an acceptable level of hit. Int > Hit is all well and good when looking at an absolute BIS setup on paper, but when juggling gear and waiting for the long odds of that Planetary Band with Hit to drop a reforgeable trinket makes the difference between a manageable 15-16% and a completely unacceptable 13-14%. A BiS setup would not go amiss with a heroic mirror, but it definitely limits your options until you are in that best possible setup.

    I agree on the Heart, though the restacking time shouldn't really be taken into consideration since its usually back at full stack in 2-5 seconds.

    My point is there are trinkets out there with similar bonuses that don't require you to sacrifice one buff for another, at all.

    Yeah, was also debating this, mirrior seems like 50/100 dps increase.
    When you cant reforge to hit, it means you will scarfice int gems for hit/int gems.

    So it will even out in stats, untill your get some BiS hit items to reach your cap.
    So thinking mid range biS gear it's worth having a reforge stat then a int with a mastery proc.

    Your logic here fails because it is always a dps loss to gem for any stat over int, except in rare cases when the gem bonus is worth it. Whether you can subsequently reforge for hit cap is immaterial.
