You compared a general tier to a single boss in a tier.

You also compared a whole tier, but left out the "Engaging" fights, yet the single boss you chose from BC was one of the most "Engaging" fights in the game.

Yeah, not a bias'd look at this at all.

I wasn't doing a comparison between two tiers, I simply pointed out an example of what I think is good encounter design.
