[LORE] The Highborne & Cata

Just started a Night Elf Mage - modeling my character after the Highborne and I will be leveling Arcane, obviously. Are there any quests in the new 1-60 leveling experience that address the presence of the Highborne and Mages return?

I don't know about quests 1-60, but at the end of the LK there was a small quest line to explain it. IIRC, it went roughly like this: the surviving highborne who did not become naga with Azshara (i.e. Shen'dralar in Dire Maul) wanted to rejoin the Night Elves of Darnassus. You try to broker a peace for them, but it doesn't go so well, however they say they'll keep trying.
