So I have a simple question, how do you get people to join a brand new level 1 guild when there are so many guilds with all the 'perks'?
Any advice would be awesome. Thanks

Do PvE. LOT'S of PvE. You'll run into people without a guild, and if you find that they live up to the standards you want to keep in your guild, whisper them and ask!
Other than that, make an interesting recruitment macro to use in trade-chat/general chat in zones. You'll be surprised at how quick you grow =)

There has to be a way to get around this or something to do about it. I can't believe that because of guild leveling there will just never be any new guilds......and even if there are new guilds there is no way to play catch up in the leveling race? This is seriously broken and Blizzard NEEDS to fix this.

Depends what you want your guild for, is it just another friendly leveling guild? Then just join another one, there really isn't need for more unless all the current ones have actually reached the member cap.
Is it a PVP guild? Offer lots of rated BG etc.
PVE guild? Make sure to offer frequent heroics and raids.

I was wondering this myself because my guild is running with 2 active accounts, 19 members and we just got level 2... I want people to farm up the perks who are also into the same stuff we are (Achievement, Rep, mount, and old raid farming). My gf and I are getting tired of 2 manning AQ, MC and all the others
I guess I could post on realm forums asking for people to level with our alts...
