In the Options menu

It says download mode "Full Bandwidth"

"Throttled 10 percent, 30, 40, 50, 60 70,

what does that mean, does it increase speeds any or slow it down

It will slow down speeds (if it works like normal). So throttle 10% is downloading at 90% speed, throttle 20% is downloading at 80%, etc., etc
