Diminishing returns on PVE?

Is this intended? I noticed yesterday that the robot charge em Deadmines H suffered from this. And today on my druid in ToT H, i was the only "CC" on the healers (aka cyclone) and after the third cast, they just went immune

Yeah, it's pretty much always been like that.

The charge stun had no DR in DM and you could permanently stun the adds before boss lol.

The short duration CC and stuns have had DR in PVE since vanilla.
