Yes they do. Trash still drops epic BoEs even if you have not killed any bosses. If someone havn't had any drops it is purely bad luck.

Just got the staff last night on the trash BEFORE Halfus, so no bosses downed.

I'm not having luck getting Thundercall from Heroic VP (the missing tank gun that just returned to Asaad's loot table in 4.0.6). Thinking of going for a Crossfire Carbine if it means not specific queueing again...

Yes they do drop indeed. Tank shoulders dropped for me this morning.
