So uhh... Frostbolt does more damage against non-frozen targets, and less against frozen due to the mastery nerf. Same as ice lance. The mastery nerf made them both do essentially the same damage in pvp, just less bursty in shatter combos.
Read patch notes.

lol'd. destruction is at the highest point its been in a long time (dps wise). also the playstyle of it now is also relatively fun.
