the guy using the UI is the rogue Khuna.
To describe it briefly it has the same exact blizzard interface but the portrait, target, target of target,
and many of parts to it moved around.

Looks like a mod like Move Anything. Would allow you to literrally move anything anywhere you wanted.
Might be something that adds some arena frames.
Imo, it looks silly, and takes up way too much of the screen.
http://www.tukui.org/v2/tukui/ is a much nicer, minimalist UI for PVP, and Arena.
