It's not a crafted item. It's just unique so you can't equip both the normal and heroic versions.

BoEs drop in BWD and BoT that have the heroic tag and are not any different from the ones that drop without the tag.

that was a mistake on blizz's part. This one is BoP and from a hardmode-hence the Ilvl. please read the front page again.

Well we are getting epic gems Because there is a Timeless Eye, from a quest.
Thats the jc only gem, so we must also get epics too.
Then you have to remember we get a new orb too and it did not say BoP, So some proffs will make higher level items, most likely dropped as patterns in the new raid or off a raid faction npc.
