PvP player name plates that show debuffs? and good abil tracker

I saw a few videos with an addon that shows debuffs and buffs on player name plates. Which addon is this?

Also, I need a solid Inquistion tracker. Any recommendations?

NeedToKnow can track pretty much anything you want, hands down one of the best addons I've used, will always remain a fav.

Inquisition is basically a pally version of rogue's Slice And Dice uptime. So, anything that can track buff uptimes. There are tons out there, but I wouldn't use something like Power Auras for it since with only 1 combo point, *sorry* Holy Power, its only 4s long. Power Auras works best when used for buffs (slow response has minimal effect) around 10s to 30s. These are the other non-pally specific popular alternatives:
