i have noticed when i am in demo or afflic i am about 2% away from being hit capped. but wile im in destro i am hit capped. does destro have a passive 2%

No check again. Also check if you have any spec-related addons that change your gear on the fly when you spec change.

Look on your hit at armory, respec, relog, and look again. I have ingame sometimes bug too.
