Well, I'd upgrade your Processor to something a little more powerful to, but meh, that could be a lot of upgrading.
I'd say a 500W PSU would be more than enough.

Is the computer a stock computer such as: Gateway, HP, Asus ect? If so you'll have to buy a whole new PC because they don't use ATX which is the standard sizing for computer parts, if you didn't know that already. But if you did build the PC, i'd say get a 650+ PSU. You can't go wrong w/ the Antec 750W PSU, i have it and it's amazing.

I'd suggest saving up for a better graphics card. The 460 is sturdy, but it won't get you ultra settings if that's what you're looking for. i'd say atleast get the ATI 6870, 460 is getting a bit outdated.

With those specs a 520 550 80Plus power supply will be ok

The average power outlet delivers a maximum of 1,5000 Watts. You'll be just fine at a little over 1/3rd of that.

I always like using this website when deciding how much power is going to be required. Generally you want to find a PSU that is about 25-30% higher then the minimum required.

Sounds to me like a 500W or 600W

    Watt is not the point!

    Effiency > Watt

    AMD Phenom 2 X4 2.66 GHz
ATI Radeon HD 4300/4500 series ( hunk of garbage)

    350W-400W ~75-80% Effience

Yes because a 200W with 100% efficiency can totally run OC'd 2600K and gtx580 SLI as an example.

Are you sure that cpu is a phenom II x4? Never seen or heard of one with such low stock clock speed. Corsair VX500 is a good bet for the upgrade you have in mind.

CORSAIR Builder Series CMPSU-600CX 600W ATX12V v2.3 Active PFC Power Supply
Antec NEO ECO 520C 520W Continuous Power ATX12V v2.3 / EPS12V 80 PLUS Certified Active PFC Power Supply

Either one of those two will give you plenty of room for future upgrades. If you're not going to take advantage of the MIR, go with Antec because it is a higher quality PSU than the Corsair CX series and provides the exact same output from the 12v rail.
