He's hiding out next to Waldo on page 4. I believe we're still searching for Carmen Sandiego though.

He's in the maelstrom and i dont believe you can get there unless your on the quest heading for deepholme

He's at the maelstrom, only a few quests you see and interact with him while lvling 80-85. He's currently helping sealing the rift left by deathwing as he burst through from deepholm so don't think we'll be seeing him untill the deathwing fight. He was in outlands for a while during the cata elemental invasion event.

Seriously though, Uncle Thrall is holding the world open at the Maelstrom now. Garrosh replaced him.

Thrall is a lot of places..

Currently actively sealing the rift in the maelstrom... but can be found in several places - old hilsbrad (instance) outlands when you complete a quest there... you encounter him a nightmare...
