The question I have is, would I be able to do heroics every once and a while in my kitty PVP build 0/38/3? i would be using PVE gear.

I don't see why not
The main concern I have is, how much of an affect will not having "Fury Swipes" and "Master Shapeshifter" or not using "glyph of shred" have on my DPS.

What about doing Baradin Hold? or is that pushing it to much?

Glyphs can be switched for a small amount of money, so there is no reason you shouldn't have optimal glyphs in both PvP and PvE.
Ultimately, you just have to try and see. If you end up in a good group, they can pretty easily carry you no matter what specc you have.
I strongly think a druid can pve with pvp build. What I don't understand is, how did you end up with a 0/38/3 talent build?
With Cata talent trees, being so incredible rubbish as they are, sure why not. I mean there is NO room for individual talent specialization anymore(compared to TBC/WOTLK). We are all one homogenized bunch of "individual" classes atm.

Ofcourse you can. I do generally in a normal boss fight about 18k DPS with a PvP spec with around 350 avg ilvl (i guess). PvP spec can even be better for heroics due to the small downtime of bosses (don't need the refresh of rip) and the increase healing to you and 10 sec CD on interrupt.

Not having Master Shapeshifter?
A Feral PvP spec should always have Master Shapeshifter.
Glyph of Shred isn't a huge DPS loss for HC's. You'll be able to keep up Rip anyway and HC bosses go down before you know it. Fury Swipes is probably the biggest chunk of DPS you'll lose but then again, if it's just for HC's and BH, don't worry about it.
