Ascendant Council - Icy Reprisal

As I understand it, if you gain the debuff "Heart of Ice", you start emitting an aura that creates a buff on other players and yourself called "Frost Imbued". This makes you do extra damage to Ignacous in the form of the spell "Icy Reprisal". Am I correct so far?

How does Icy Reprisal work and how much extra damage does it add when you damage Ignacious?

As a rogue it ended being around the 16% total dps done to Ignacious. I think it was hits of around 3-4k procing a lot.

What's weird to me is that each hit of it is different in value, or am I misinterpreting the log? Why is that last Icy Reprisal 46593?

complete guess here, but the last one is way higher because ice hitting the fire shield would hit for extra? The 2k difference in the other hits is understandable as all spells have varying hit amounts, my explanation for the last one is completely speculation (though it makes sense to me)

Looking at some different logs it seems like Rogues do around 4,000 damage per application of Icy Reprisal while Balance druids do 17,000 on average. Speculating here, but is that some kind of modifier based on attack speed? It would make sense for a faster attacking class such as a rogue to get less benefit per attack, if it is indeed based on numbers of attacks you do. But that makes me wonder, how does it interact with dots then? Does it all?

Ultimately, I'm interested in how important it is for people to have this buff when Ignacious casts Aegis on herioc mode. Knowing how much damage it actually adds would go a long way to figure this out.
