That's because what would be BIS would be highly dependent on your role in raid (primarily tank- or raid-healing), external sources of regen in your raid (presence or lack of replenishment, # of mana tides, # of available innervates), and playstyle adopted to best synergize with your raid's other healers. There's no 'one BIS list' to fit all.

There really is no "BiS" for healers, besides having maximum iLvl gear. Just gear towards whichever stats you need. (which, afaik, 32% mastery and 15% crit from gear then even them out along with haste after that)
