Looking for Underwater Game

hi i have a problem and i hope someone can help me with it:
for a couple of days now i've been looking for a game that was about managing an (science?) underwater base (mining, letting the crew relax and things like that) and for the life of me i can't remember what it was called.
it's kinda old game, but i really want to know what it was. it helps me sleep better does anyone know what this was?

X-com: terror from the deep? probably not the one your looking for as you didnt mention awesome alien popping turn based combat, but play it anyway. Cheap on steam. First 3 X-com games are pure isometric turn based love.

it was a bit more comiccy than submarine titans, but the graphics level is about thesame so i think its the right era it was more of a build/simgame though, not really a strategy

on another underwater note: does anyone know where i could get the pcversion of The Amazing Virtual Sea-Monkeys? all i can find is the gbaversion
