A good way to watch this is to hover over Mastery in your Character sheet. It nets out your Mastery points into rating. Each .5 points of Mastery rating is significant. If you are at say 3.21 Mastery rating, probably not much you can do with it. However, if you are at 3.48 Mastery rating or say 3.98 Mastery rating (a scant 3 points away from the next significant increment), it may be worth looking at reforges, gems, etc. to see if you can work those 3 points in.

I would expect the relevant breakpoints to be every 89.64 rating rounded up: 90, 180, 269, 359, 449, 538, 628, 718, 807, 897, 987, 1076, 1166, 1255, 1345, 1435, 1524, 1614, 1704, 1793 . . . but again you can absolutely confirm by hovering over mastery rating and seeing if you have crossed a 1/2 point threshold 2.5, 3.0, 3.5, 4.0, 4.5, etc.

I was under the impression that if you had 4.6 mastery rating you would get it rounded to 5. Same as if you had 5.4

I thought the breaking point was 1 whole point after each 0.5

Many were under this impression until 4.0.6 hit and we began drilling into real values and doing in-game testing. There are very real and definite break points every 1/2 rating of Mastery (1% bonus).
