Lowbie dungeons

Is there something different about the need/greed mechanics in lowbie dungeons?
Pre-level 40 I understand, but after 40 all the way through northrend - there seems to be no restrictions.
Shamans needing on 2 handed swords, rogues needing on strength rings, druids needing on shields....
Most people stick to the argument that "it doesn't really matter" at that level - well if that were true then why do it at all.
Tanks can still be squishy in BRD and healers can also run out of mana - so why need on the gear they can use? just because you can?
But honestly - at what level does it begin where you can't need on items it's quite obvious you cannot use?

I tought the restrictions started at lvl 60 when you enter TBC dungeons and tbh even if anyone says doesent matter i still think the restrictions should be there from lvl 1 i still think its wrong to need at any lvl if you cant use it you shouldent be able to roll need on it at all no exeptions.
