As far as I know WOW PPM works (and always have been working) the following way:
It look at your base weapon swing time, and calculates the chance of proccing so that it would equal the PPM. But since it's the base swing time, and you can have haste and you can use swings other than whites, your actual PPM will be higher depending on these factors. Of course missed swings can't proc...

Haven't tested this in a loooong time, so I could be wrong of course.

See what I used it for back then as a comparison between different specs and stats. It gave me a fairly clear view and the numbers I received were in line with what I had while testing live.

And at the time it was very limited the amount of tools available.

And if about spell hit cap. It's easy to reach I would rather not rely on lucky RNG.

If you lack spell hit you have a chance to miss Rime procs/outbeaks/HBs and you pay such a heavy price in doin so. In return you also gain white attacks with more hit which gives you KM procs. All in all the minor loss in dps is worth it. You might gain 50-100dps but remember that this is when looked at a parse with so much data that it neglects the encounter to encounter based rng.

Sorry, since when did I aim for hit spellcap? I thought they already made Virulence's +9% spellhit innate... which means that when I've got melee hit cap I should already be capped on spells too...?

Or are you saying haste > melee hit cap? o.O

As DW you specc for dual meaning you get +3% hit so when you only need 5% to reach the melee hit cap. Meaning you still need a little way to go to get spell hit capped.

While I can agree on this in theory there will always be a debate if it is worth it or not but as you say, missing a HB (for FF) or Outbreak can be a pain.
