External Harddrive not working

I plug it in, and the little icon for safe removal shows up, but i cant access it, and after a little while, all programs starts to not answer - and remains so, until i plug it out.

Im using a laptop with windows vista and the external harddrive is a Western Digital Elements 2 TB harddrive. Ive searched throught the interwebs, but i couldnt find help anywhere... So, im seeking here

EDIT: Ive tried removing and re-installing the drivers, but to no use... I have no idea where to go from here
