Many reasons - one being it may not be possible to replicate, or require a lot of manhours to do so. FRAPS recording or whatnot, who knows. Its not exactly an uncommon request on many computer forums - even in countries where the idea of capped connections are practically alien except for 3G/4G connections.

if he owned the movie he could just get the disc and reload it, but re downloading it uses quota!
Ignorant much? He stated it was a DVI file. http://www.fileformat.info/format/dvi/egff.htm
Look it up there, it's not a format you're going to be downloading copyrighted movies in.

Maybe he's into indie movie making and doesn't have immediate access to the original file? Not saying you're wrong but still not every video file is obtained illegally.

Who's to say the file wasn't legitimately purchased as a digital download and he isn't able to use said quota to re-download it? Who's to say it's not some very obscure video that he simply can't just conveniently get back?

There's no reason to assume it's pirated.
"The most merciful thing in the world, I think, is the inability of the human mind to correlate all its contents. We live on a placid island of ignorance in the midst of black seas of infinity, and it was not meant that we should voyage far. The sciences, each straining in its own direction, have hitherto harmed us little; but some day the piecing together of dissociated knowledge will open up such terrifying vistas of reality, and of our frightful position therein, that we shall either go mad from the revelation or flee from the light into the peace and safety of a new dark age"
