You need 10% haste to get one extra tick for UA. But I don't play pvp on my warlock so I don't know which stat is the best.

Affliction has very little need of haste soft caps....or extra ticks

we have no mechanic like conflag, so the only thing an extra tick does, it let you recast UA slightly less often....that's really it.

You want all your dots to be up as close to 100% as possible....does corruption getting another tick do anything? no, you refresh that either every second (for drain), or every 8 seconds (for shadowbolt filler).
Does haste affect BoD? no, so nobody cares about haste
Does haste giving UA another tick help? eh....slightly less often casting UA, that's it....

Haste is your #1 secondary stat, it always is, and always will be. It makes UA and corruption tick faster, both do equal if not more DPS than your filler spell...ticking faster means more dps from them, which is good. Get MORE HASTE.

I'm not sure, but it would be my guess, that even bringing GCD below 1 second, would still not really affect how much you want haste, as it will still make your dots tick faster, it will still reduce the cast time of shadowbolt, or make drain life tick faster, and it will still make Drain Soul tick faster....
