One of my alts is a goblin engineer and i just switched a prof for engi on my main. I want to go gnomish engi but im hated by Booty Bay and cant get the quest to start gnomish. Anyone know if i can switch my alt to gnomish and go goblin with my main?

Yeah you need to Find Narian Southfancy's book, and you can change for a fee, he has 2 books, one at his old destoryed home near Gadgetzan, and one in his currentlocation a ways south of Gadgetzan.
