I'm not sure if it has a cast time or not, but you do have to stand still to use it. Also, it knocks you down when you use it.
Might not be the best item to use in an arena.

Last I used it, it had a cast time.

It was banned a long time ago.
Coolest tanking trinket ever. I would pull groups from 50 yards. Epic. "WTF was that?" every time.
