Skinning bugged?

Went to Winterspring on my shaman to check on the new wintersaber trainers quest and while there I skinned some of the bears to find that they were giving me skillups. Before I started I was at 479 and the mobs there are around level 52. I was able to max it out even though the "Skinnable" text was grey.

Im having the same thing, my skinning was 375 and im now over 400 from skinning mobs in durotar, lol

Getting a level up every 2 or 3 skins, no more no less
