i do 20k dps and am at 12.3% hit, someome plz tell me why i should be hit capped

"I do 20K dps" tells us absolutely nothing. Is that good? Is it terrible? It completely depends on your gear, the encounter you were in, and the buffs you had at the time. Top shadow priests are hitting 60,000 DPS on Halfus, so in that kind of environment, your number is fairly poor, for example.
