It's called Black Ice, and it's rewarded from the quest in ZG "Booty Bay's Interests".

Yes, it's quite visible on a character - I wear it in my town set.

I didn't even know this! It's not something I'd equip Khainos here with, but it might just fit some other character for roleplaying! Very good!
Sometimes I will log out in Roleplaying gear, so if my stats in the image below, seem ridicoulously low, then that's probably the reason.
