H Pallies, is it better to DL spam or to FoL spam during this phase? DL does bigger bombs, but FoL is better "HPS". However, with the 100% haste, I'm sure it lessens the HPS difference between FoL and DL as haste climbs exponentially so the faster cast has reduced value, yes?

FoL is a decrease in HPS because of how fast your DL's cast during the red blood buff. So, yes, DL spam.

FoL goes under 1sec cast whereas DL should land around 1 second cast (global CD) -> the amount of DLs and FoLs you can cast are identical -> highest absolute healing amount wins -> DL wins.
