If you're switching chakras every 24 seconds, something is going horribly wrong.

Chakra has cooldown, but unlimited duration so yes, this talent is useless.
It was useless at 4.0.6 as well anyway.

But one of Blizzard's coolest ideas for the tree from late beta all the way through 4.0.3, keeping it dynamic when they promised they didn't want a Stance Mechanic.
