WoW problem would love some help

Hey all, sorry about this but i'm really stuck!
    low ms
    low world ms
    high fps
when I run forward, or keyboard stand and simply stand still no problems what so ever
as soon as I pan my camera, using right or left mouse button it jumps like I have 1 fps, i.e. it jumps a lot
I checked online first and found a lot of people asking the same thing, and a blizzard person replied telling them to delete Asus gamer OSD, which is not something I have on my computer (never installed and when searched for could not find at all) does anyone know the root of this? Have played WoW for two years with no problems, it just started today - have not changed or touched my computer at all
    I don't want to become a keyboard turner! :'(

-edit: I have tried to restart my computer many times already

Delete the WTF / Cache folder located at the World of Warcraft game directory.
    Update your video card drivers.
Double check your video options within the game to make sure Vertical Sync is disabled, and under advanced video options make sure you are set to Direct X11 if your video card supports it, otherwise you should be set to Direct X9
