How do you get Cata Eng enchats for lvl 70 twink?

Hey guys, Im twinking my mage at lvl 70. and I already hit 450 with my Goblin Engineering. but I still havn't get Synapse Springs, Z50 Mana Gulper, Spinal Healing Injector. I got Synapse Springs today when I hit 450. so I wonder if I have to keep making something to discover the enchants?
