It is much harder to transport 1,000,000 + soldiers via storage crates than you make it seem. It would only take one spotting of a fully armed Chinese soldier to set off some alarm that could turn the plan on its back.

Jet bombers can be a real bitch if you're trapped in a cargo ship.

Around 80% of all Cargo containers are scanned when they get to US ports. That number grows higher as new and better technology is created to handle the amount of cargo received. It is certainly possible, but it is improbable. It would likely be easy for a government to sneak in a small squad, but then they would do it other easier ways as well.

But a large army sitting in cargo containers wouldn't likely all arrive at the same time or hell even all in the same area. They could cause short term damage but nothing lasting and certainly nothing to get a beach head for a larger assault force.
