    For some people its possible. For most, it isn't. It depends on several factors.

    Length/flexibility of the neck. The lower you can crane it down, the better.

    Length of tongue. Obviously.

    Length of upper arm. i.e. how far down your elbow is.

    Flexibility of arm to twist the elbow around. Being able to dislocate your shoulder is an obvious advantage.

    Though the question remains...why?
