The thing is, you'd be building things for Shen he doesn't need. If you pick Shen, you're expected to be beefy. Sunfire Cape helps you get there, Hydra does not.
You mostly want items that either help you become beefier, or things with attack speed like Statikk Shiv, because attack speed makes his passive happen more often, while AD does not.
The difference between Shiv and Hydra is that Shiv gives A. Spd and Move Speed which Shen needs (or at least he wants), while Hydra gives AD and lifesteal which aren't as useful on him.
Anyway, if it's not a serious game, then you can build whatever you want, of course.
Sunfire Shen makes me curse and leave my lane.
Ravenous Hydra makes me laugh and destroy him, teabagging his corpse afterward.
Sunfire's 40 magic per second before resistances, RHydra's 60-20% per AA before resistances. At 1AS and assuming equal resistances, RHydra's inner circle wins at 67AD (all the time as RHydra gives 75AD), outer circle wins at 200AD, ignoring the active. Obviously it gets better with more AS/AD, and skews slightly from one to the other depending on enemy resistances. But napkin math.
EDIT: And I they're not the same maximum AoE range either, Sunfire 400, RHydra 185-385.
Probably not the best on Shen as he builds AP/HP/Resistances...
Not sure best how to model Shiv due to its stacking time...

also shen isnt about splitting as much as he used to be tbh
he's just about being able to jump into fights and being really tanky, the splitting is just a side-perk. wouldn't even bother building shiv on him these days.
tryndamere/aatrox/etc all better at splitting

Trinity Force is pretty amazing on Shen, even before the buffs. Can destroy towers, burst trade with people pretty hard with it. Of course the flaw is it costs a lot, but you can just build a Phage in the early/mid game and then upgrade it once you've gotten SV / SFC. Feels like a much more solid buy than Botrk imo, you're trading a MS steal and some Lifesteal for extra health, consistent Movement speed / MS proc, Sheen proc, small amount of crit & ability power. for only 500 extra gold.

I don't recommend getting Zeke's if you want to get tanky. But yes, it does provide tankiness but there's better out there for a tank that is in a lane or even the jungle.
Zeke's is one of the most underestimated items in this game. If you are playing something that can get good use from the CDR and you have a heavy AD team it's by far and away worth it, almost regardless of what champion you are actually on.
But solo Q mentality, where supports believe building CDR boots before Locket is fine.
