Only Cassiopeia and Orianna are the only ones at 100.
I think they base their difficulty ratings on how easy it is to grasp a champion's kit. Sona is definitely a bit harder to play than a 10, but she has no skillshots and a fairly straightforward kit. Whereas Ori, who is rated at 100, requires practice simply to get used to the ball, much less do well.
The only argument I could see to validate Sona being a 10 is that she does simple things that have a high impact. A lot of less experienced people don't know how to use her properly, however. I constantly hear things like "She's so boooring", but she isn't if you play her right.
Hell, Soraka probably has even more impact with her spells, and everyone understands what she does, even the dumbest of the dumb.

Veigar on the other hand requires absolutely nothing to play at his optimal levels. Hell, even landing his cage on smart-cast is easy as fuck.
(Yes I dislike Veigar as a champion, but it changes nothing; he's still very easy to master and doesn't have that high of a skill-cap.)

Anyways, how Soraka is any harder to play than Sona is beyond me. Sona is so much more complicated (compared to Soraka). I can't think of any champions more straight-forward than Soraka, actually.
