You can run a 460 off of a 400W psu if it's good.
    So with that in mind.

    Or

Either will run off of 400W if your power supply doesn't suck.
    (560 > 460, for the record.)

What do you play? GTX460 and HD6850 are two great cards in the $100-200 range, Antec's 600w (truepower or earthwatts, forgot) is also a fairly decent PSU.
WoW Character: Wintel - Frostmourne (OCE)
    Gaming rig: i7 7700K, GTX 1080 Ti, 16GB DDR4, BenQ 144hz 1440p

Skyrim is going to be VERY graphics intensive.
Save up until one of the games is released, in my opinion. Then you can get a kickass graphics card, and power supply, and play them in their full beauty.
(As opposed to buying a mainstream gamer graphics card.)
Who knows, prices of the 570/580/6950/6970 may drop.

Go for a GTX 560 as recommended earlier in the thread.

As for PSU: The Corsair CX 500W cost exactly 60$.

Antec is also a viable choice.

No, seriously. Save up until Skyrim/Bf3 is released. They'll both be graphically intensive. The price of graphics cards is bound to drop, and you'll get more bang for your buck. You don't need the graphics card right now, since they're not out now.
I'd rather wait a few months and get a 6970 or something than buy a 560 right now.
