Reason behind requiring players to achieve 11650 conquest points for weapons

With the announcement of the ending of season 9, it is possible that 4.2 will go live at the end of the month. Although it is strange that they implement a new system for weapons... maybe its just something new they wanted to try out, or maybe it has something to do with 4.2.
My theory is that 4.2 will go live 3 weeks after the start of the new arena season, which is when it will be possible to attain enough conquest points to get a season 10 weapon.
    What do you think?

Not at all. its just there to make sure that the 3 first weeks of firelands raiding wont be inflated with OP-pvp Weps.

This is to gate the new ilevel 378+ weapons, so that PvE isn't using them for PvP.

Remember how they disabled/removed the Season 9 weapons very early on in the season? This is a more formal way to handle the issue.

pretty much this. this time around they aren't just saying "uhm we'll release them whenever we feel like it..."

But if we have a cap of 1.3k conquest a week it will take us 9 weeks to get them :C
Also every comp will not want a rogue anymore so i will have to reroll

    Raise your cap then. :P
Question though, is this for all weapons or only the 2200 rating ones? And if it's for all of them, why? Are they really that much better than normal raid weapons, or even 359 ones?

top end. and weapon damage weigh heavier than stats (haste, crit) for most melee/hunters thus promoting non-pvpers to go pvping to get ahead on pve progression dps-wise.

an example of this would be white melee damage from rogues being in the range of 40% of the total dps last time I checked.

all in all they don't want people to go pvping to get awesome weapons that they then can use to have an easier time clearing pve content due to an inflated dps than they otherwise would have which would mean faster boss kills / easier time kidding adds etc.

The new weapons are only slightly better than current heroic weapons. The difference between this season/tier and the last one is that, the last one was the first tier/season of the expansion and therefore no weapons were remotely close to the pvp weapons except the current tier of raid.

any team going for rating wil probably get weapons around week 3-4 depending on how high they can get there cap (remember 4.2 nerfs conquest caps from just arena you needRBG if you want big). which is probably about right and you don't have to 'hold' that conquest until the weapon is unlocked for you so your not losing anything as your posibbly going to be buying the libram/relic/wand first (no heroic version so most ilevel gain + cheap) then probably some ofset.
remember youralso going to be geting some new season tier from Baradin hold as well so by the time you get your weapon you could easily have 2 of the new set.
