Is it true they buffed hound packs and turtles so you can't solo them too?

Hell hounds have been buffed and are now immune to snares. Patriarchs behave in the way hounds used to. Which is to say, they run rather fast. I've been killing 4 of the Fire turtle hatchlings, and one Patriarch that can be pulled from the side of the road. I've gotten 3 Blacksmithing patterns and 1 tailoring pattern in two days. As well as the usual epics.. Ranseur, trinkets etc.

It's only 5 mobs, but still very doable. As for the patriarchs, you have to keep them perma dazed / snared, or they'll eat you up.
