CPU core speed too low! Why?

take a look for yourselves, that's a 3.3GHz stock, it's unmodified. Why is the core speed so low? what can I do?

It downclocks because of Cool'n Quiet. Go run something and watch it go up. It does it on idle to reduce temperature/power consumption then raises automatically when something needs it. CPU's have done this since like 2000 or so lol

This, runs at the reported temp when it needs to instead of running at it all the time, costing more energy and creating more heat when it's unnecessary.
